Received significant support from China's government and enterprises in the TD-SCDMA industry federation, TD-SCDMA has become the fastest growing 3G technology standard. The market scale of TD-SCDMA equipments is predicted to reach $ 1.3 billion in 2008.

After an in-depth research on the operators, equipment providers, the terminal and chip manufacturers, we analyze and summarize the development and strategies of TD-SCDMA as follows:

1. Differentiated operation is the developing way for TD-SCDMA

To survive and develop under the current conditions, TD-SCDMA must bring its advantages into full play. TD-SCDMA standard research and products’ developing must satisfy the operators’ demand, and it should develop more business applications with TD-SCDMA characteristics, to be distinguished from the other two standards.

2. TD-SCDMA needs independent networking

Independent networking is essential for TD-SCDMA standard’s survival and development. Due to the limited capital, it is impossible for any operator to construct two large-scale wireless access networks at one time during the initial stage. (Otherwise, one standard develops and the other shrinks will be the inevitable result)

3. The state will support the operators choosing TD-SCDMA standard.

(1) Operators select 3G standard independently based on the market demand

(2) Operators selecting TD-SCDMA standard will receive supports from the state.

4. Amalgamated digital trunking business of TD-SCDMA has additional competitive advantages

(1) To TD-SCDMA standard: it is fit for applications such as PPT sort because of the technical advantages; in addition, due to the late publication, it owns the digital trunking function which WCDMA and CDMA2000 1X EV-DO lack of.

(2) If lacking of superior applications corresponding to the other two standards, it will be difficult for foreign operators to accept TD-SCDMA. However, it is a standard with trunking function, so the clients will be easily found in Africa, Southeast Asia, East Europe, Russia, and Middle Asia.

After analyzing the 6 leading operators’ 3G development strategies, and from the benefit-balancing point of view, we think that the pilot net of TD-SCDMA will operate well in the second quarter of 2005, TD-SCDMA may be licensed to construct its independent network in the third quarter of 2005, thus shaping a competitive pattern with WCDMA and CDMA2000.
