Beginning with overview of the present situation of small and medium-sized banks abroad, the report examines the development of city commercial banks in China. It reviews the development course of the banks, takes a close look at their characteristics and the policy and economic environment that they face, and analyzes their competitiveness and investment value with key enterprises as examples. On such basis, the report looks into the future development trend of Chinese city commercial banks, and finally presents recommendations for enterprises, the government and investors respectively.

The report especially points out the following: 2004 was a year of both opportunities and challenges for Chinese city commercial banks. Following its WTO entry, China has stepped up the reform of city commercial banks while transforming the four leading state-owned commercial banks. Meanwhile, China's upbeat economic situation provides favorable macroeconomic environment support. Due to the foregoing factors, although city commercial banks face competition from state-owned banks, joint-stock banks and foreign banks, together with the rigorous requirements on NPL ratio set by the China Banking Regulatory Commission, the bright prospects are foreseeable. Investors should seize the opportunity by participating in city commercial banks. They will gain generous returns.
