Private kindergartens have always been playing a dominate role in the construction and development of kindergartens in China, with the proportion in China’s total number of kindergartens soaring to 64.6% in 2009 from 55.3% in 2005, far higher than that of governmental and collectively-invested ones in the same period.

By region, kindergarten construction in first-tier cities like Beijing and Shanghai performs better. In 2010, there were a total of 1,245 kindergartens in Beijing with the enrollment approximating 105,000. Meanwhile, Beijing is projected to lavish RMB1.5 billion in the upcoming three years to build 118 state-run kindergartens, and to invest RMB5 billion in next five years for kindergarten construction and expansion, with the respective number of 300.

In 2010, Shanghai had 1,252 kindergartens, 396 or 32% of which were private ones, and the number is still growing. In the next three years (2011-2013), Shanghai is expected to build and expand 100 kindergartens.

Investment in childhood education through enterprise financing saw a decline in China in 2010 after gaining momentum during 2007-2009. Additionally, as far as the investment and financing in overall education and training industry are concerned, childhood education and training industry only occupies a tiny share. During 2003-2010, accumulated investment and financing amount in China’s childhood education and training industry made up below 10% of the total amount in China’s training industry.

The report highlights the status quo, related polices, regional development, investment and financing of China’s childhood education as well as childhood schools of all varieties, in an attempt to tap into the market potential and pursue the development of China’s childhood education industry.
