China's State Council has outlined a blueprint, to develop the less advanced western part of the country. The plan falls under the current 12th five year program. The plan covers seven areas,including economic growth, the environment, public services, reform and economic opening-up.
The blueprint sets out the goals of boosting the regional economy and resident incomes, to beyond the national average during the five-year period. The plan also seeks to create more efficient power and water consumption in industrial production, as well as higher levels of urbanization, forestation, and education. The plan also requires local authorities to prioritize infrastructure projects, with a focus on improving environment protection.
