Export rebates will again adjust for upstream products

It was known that the government should again adjust export rebates for chemical and medical (pharmaceutical) products, and collect export tax for chemcial products and pharmaceutcial intermediates which locate in the upstream of pharmaceutical industry chain. Because the export of low-value products would threaten the competitive advantages of Chinese downstream products. For example, India imports Chinese p-aminophenol by low price to product paracetamol, and Indian paracetamol would bring pressure to Chinese paracetamol industry. So the purpose of the adjustment is to encourage the export of high-end products, and limit the export of low value products.

On the other hand, because agricultural resources are limited, if the industrial products made from foodstuff including bulk antibiotics and Vitamins are exported by low prices, it can be thought that the limited resources are exported by low prices. So the kind of products maybe will be the target of decreasing export rebates and collecting export tax.

In a word, for the future the adjustment of export rebates is aimed to improve the levels of export products and product quality, enforce environment protection, low the energy consumption.
