By the end of the Twelfth Five-Year Plan (2011-15), the Guangdong government is set to relocate all of the steel facilities across the province to the costal city of Zhanjiang, where a steel production complex will be established as a platform to consolidate the local steel industry including the absorption of Guangzhou Iron and Steel for environmental compliance.
