Gasgoo.com (Shanghai January 17) - The Chinese government is once again collecting new opinions regarding the Responsibility for Repair, Replacement and Return of Household Appliances and Automobile Products, Economic Observer News reported today. Some of the new proposals are suggesting fines of up to 30,000 yuan ($4,758).

The very controversial legislation, which aims to give consumers greater rights, has yet to be implemented. However, one anonymous source from the China Automobile Dealers Association cast doubt on how effective the legislation would actually be.

According to Qiu Baochang, lead lawyer with the China Consumers' Association, commented that the Administration of Branded Automobile Sales Implementing Procedures requires that automobile manufacturers and dealerships uphold the rights of their customers. "If automobiles have [production] faults, 4S dealers must offer replacements and compensate the consumer." Fines for disobeying the rules would range from 10,000 yuan to 30,000 yuan ($1,586-$4,758).
